According to the Daily Mail, the “Lord of the Rings” star arrived via motorbike to lunch at restaurant in Brentwood, Calif. sporting a black bag on his back. The star then disembarked from his bike and entered the restaurant holding onto the bag, with Mighty’s head fully visible. Video evidence obtained by the outlet showed Bloom leaving the building later that afternoon with his bag clearly moving.

While the California DMV handbook for motorcycles doesn’t explicitly provide rules for travelling with animals, the state’s vehicle code section 23117 states that no person driving a motor vehicle can transport any animal in a space intended for load “unless the vehicle has installed means of preventing the animal from being discharged, or the animal is cross tethered to the vehicle, or is protected by a secured container or cage, in a manner which will prevent the animal from being thrown, falling, or jumping from the vehicle.”
