Thomas F. Myers Named CEO and President of Personal Care Products Council
The Personal Care Products Council on Wednesday appointed Thomas F. Myers chief executive officer. The appointment will go into effect in January.
Myers, who has been with the council since 2010, acts as executive vice president for legal and regulatory affairs and general counsel. Prior to joining the council, he worked at the United States Chamber of Commerce as a regulatory counsel for environment and energy, as well as in international law.

Myers will succeed Lezlee Westine, who has led the council as president and CEO since 2009. Under Westine’s leadership, the PCPC has hosted industry summits, published sustainability reports and most recently, pushed for the Modernization of Cosmetics Regulation Act, which will require brands to be more transparent regarding what’s in their products. According to the council’s website, the PCPC has been working to have the FDA update its regulations around cosmetics and personal care products. Most recently, the council also publicly announced its support for the Humane Cosmetics Act.
At the PCPC, Myers will work with 600 global personal care and beauty companies that make up the council’s membership base. In the council’s public statement, board chair Barbara Menarguez, general manager of fragrance and beauty at Chanel, said, “Tom’s profound understanding of our industry and exceptional understanding of the legal, regulatory and political landscape uniquely position him to lead PCPC. His vision aligns perfectly with our industry’s innovative spirit, dedication to quality and commitment to safety.”
In the statement Myer said, “This is an exciting time for our industry thanks to the strong foundation laid by Lezlee. I am honored to be selected as PCPC’s next leader and I am confident that, together with the board and staff, we will continue to drive growth and innovation for the industry and the consumers who rely on our products every day.”
Following Myers’ appointment in January, the PCPC will host its annual meeting at the Loews Coral Gables Hotel in Coral Gables Florida between Feb. 26 and 28.
